As part of this initiative, all civil servants in England and Wales are set to receive training on the Humphrey toolkit, illustrating the administration’s commitment to embedding this technology into governmental processes.

However, a key point of contention arises from the government’s lack of comprehensive commercial agreements with the tech firms behind these AI models. Instead, they have adopted a pay-as-you-go approach through existing cloud contracts, enabling them to switch between tools as necessary. Moreover, the Redbox tool, which supports civil servants in day-to-day tasks such as briefing preparation, employs AI from OpenAI, Anthropic, and Google. Ed Newton-Rex, CEO of Fairly Trained, who spearheaded the investigation, has raised concerns about the inherent conflict in the government’s position on regulating the sector while simultaneously embedding these companies into its operations.

Newton-Rex stated, “The government can’t effectively regulate these companies if it is simultaneously integrating them into its core functions at such a rapid pace.” This raises alarms about the exploitative tendencies of AI, often powered by creatively sourced data without adequate recognition or compensation.

The reliability of AI technology is also under scrutiny, given the well-documented instances of inaccuracies known as “hallucinations.” Ensuring transparency about these errors and establishing records to monitor the performance of Humphrey is crucial. Without this oversight, we may witness a recurrence of past mistakes made by faulty systems, such as those that contributed to the devastating wrongful convictions during the Horizon computer scandal.

Furthermore, Labour peer Shami Chakrabarti highlights the need for caution, stressing that history must inform our approach to AI, particularly in avoiding the repetition of errors seen in less successful technological implementations.

In response to these concerns, Whitehall sources reassure that Humphrey’s various tools function in distinct ways, and users can adopt multiple strategies to address inaccuracies. The government maintains that evaluations regarding the accuracy of technology are published regularly. An AI playbook has been provided to assist officials in quick adoption while ensuring that human oversight remains paramount.

While the anticipated costs associated with implementing AI in governmental operations are set to rise, officials assert that the expenditure will trend downwards as AI models become increasingly efficient. For instance, notable projects in Scotland have demonstrated minimal costs—such as less than £50 for consultation analysis—which can result in significant time savings for civil servants.

The government’s AI Minute software offers a prime example of efficiency, with reports indicating that taking notes for an hour-long meeting can cost less than 50 pence, potentially freeing up an hour of administrative labor for users.

A spokesperson from the Department for Science, Innovation, and Technology has emphasized that “AI has immense potential to enhance public services by taking on routine administrative tasks, allowing professionals to concentrate on primary responsibilities.” They further clarify that the government’s use of AI does not impair its ability to regulate, illustrating the potential benefits of innovation in public sectors.

At the announcement of the Humphrey toolkit earlier in the year, the government indicated a refocus on their strategy for spending £23 billion annually on technology contracts, aiming to enhance opportunities for smaller tech startups within the industry landscape.
